MALACAÑANG on Tuesday said charges would be filed against government officials who were allegedly involved in the smuggling of rice that kept its prices high for years. TOKYO, Japan — Japan's farm minister resigned Wednesday after saying he never buys rice because he gets it free, a remark that drew public fury in a country facing soaring food prices.
